It warms my heart every time I walk around Portland and spot one of these horses. One of the charms of this city are the horse rings that still linger on many curbs. A local artist started the Horse Project and many have tagged along, tying plastic horses to the horse rings. Nothing is as important as keeping Portland quirky.
